Source Protection Committee's
Under the Clean Water Act, 2006, 19 local watershed-based source protection committees across the province were established by Ontario Regulation 288/07. These committees are made up of representatives from watershed stakeholders such as municipal, agriculture, landowners, industry and environmental non-government organizations, and the public at large. The Act, under S 7(4) provides that the Minister shall appoint a chair to each of the committees.
Sault Ste. Marie Region Source Protection Committee
The Sault Ste. Marie Region Source Protection Committee (SPC) was originally established in 2007 and includes stakeholders from municipalities, business, industry and environmental sectors. The committee oversaw the development of three essential documents for the source protection planning process for the Sault Ste. Marie Region Source Protection Area. The SPC has successfully developed an approved Assessment Report, Explanatory Document and Source Protection Plan for the local area.
The SPC holds meetings to discuss source protection policies and review provincial updates. Meetings are held by video conference (Zoom) until further notice. Public wishing to attend the meeting should contact Gerard Lavoie at glavoie@ssmrca.ca prior to the next scheduled meeting.

Mike Delfre, Acting-Chair
Mike Delfre is a business development consultant in the Algoma district. He has served on several boards including Ontario Workinfonet and the Algoma Workforce Investment Corporation. He is an active volunteer and enjoys gardening, reading and cooking.
Catherine Taddo, Sault Ste. Marie Municipal Representative
Catherine is originally from Thunder Bay and received her Bachelor of Civil Engineering in 1997 from Lakehead University. She moved to the Sault in 1998 to work as a Project Engineer for Walker Engineering. In 2006, she accepted the position of Municipal Services Engineer with the City of Sault Ste. Marie and moved into the role of Land Development and Environmental Engineer in 2011.
Larry Wolley, Sault Ste. Marie Resident
Larry, born and raised in Sault Ste. Marie worked in Algoma Steel as an Ironworker. He is involved in the community and currently sits on several boards including the Legal Clinic, Soup Kitchen and St. Johns Church. He also delivers meals on wheels for the Davey Home and Good Food Boxes for the Soup Kitchen. One of his special interests is protecting the vital source of life – WATER.
Hal McGonigal, Prince Township Resident
Hal has been a resident of Prince Township since 1988 and the General Director at FedNor. He obtained his B.Sc. Forestry as well as studying land use and resource management at Toronto University. At one time Hal was involved in Communities Quality Initiative, Tourism Solution Council, Public Utilities Commission and SSMRCA Technical Advisory Committee for Shoreline Management. Currently, Hal participates in Community Development Corporation of Sault and Area, Ontario Woodlot Owners Association and SSM Multi-Modal Transportation Committee.

Mike McCarthy, Environmental Respresentative
Mike is originally from Edmore, Michigan and moved to Sault Ste Marie, Ontario in 2019. Mike serves as the Executive Director at the Chippewa Luce Mackinac Conservation District in Sault Ste Marie, Michigan. Mike received his undergraduate degree in Conservation Leadership from Lake Superior State University and his graduate degree from Slippery Rock University in Parks and Resource Management.
Orlan Euale, Water Industry Representative
Orlan was born and raised in Sault Ste. Marie. He graduated from Lake Superior State University in 2007 with a Bachelor of Science in Mechanical Engineering. After graduation he worked for a consulting engineering firm in Sault Ste Marie for 12 years. In 2019, Orlan joined PUC Services Inc. as the Water Distribution Engineer.
